The Merlion was initially designed in 1964 by Mr. Alec Fraser-Brunner, a British ichthyologist and curator of the Van Kleef Aquarium. It was created as the logo for the Singapore Tourist Promotion Board (STPB), now known as the Singapore Tourism Board (STB). The fish body represents Singapore's humble beginnings as a fishing village (then known as Temasek), while the lion head refers to Singapore's original name, "Singapura," meaning "Lion City" in Sanskrit.

To unify the two distinct buildings, a prominent 54-meter-high clock tower was built between them in 1906, connecting them with a common corridor. The clock faces and peal of bells were donated by the Straits Trading Company.
