The fish body represents Singapore's humble beginnings as a fishing village (then known as Temasek), while the lion head refers to Singapore's original name, "Singapura," meaning "Lion City" in Sanskrit.

In 1901, following the death of Queen Victoria, a decision was made to build a grand memorial hall in her honor. The Victoria Memorial Hall was constructed between 1903 and 1905, adjacent to the Town Hall. To unify the two distinct buildings, a prominent 54-meter-high clock tower was built between them in 1906, connecting them with a common corridor. The clock faces and peal of bells were donated by the Straits Trading Company.
